E-Government Portal and Administrative Appeals

How to submit documents, check files, and appeal administrative decisions online.

The E-Government Portal

The e-government portal is the digital version of a public office. Each body has its own:

  • sede.agenciatributaria.gob.es: Tax Agency
  • sede.seg-social.gob.es: Social Security
  • sede.administracion.gob.es: general portal

What Can You Do in the E-Government Portal?

  • Submit applications and documents
  • Check the status of your files
  • Receive electronic notifications
  • Download certificates and receipts
  • Pay fees and taxes

Administrative Appeals

If you disagree with an administrative decision, you can appeal:

Hierarchical appeal (recurso de alzada)

  • Against acts that do not exhaust the administrative route
  • Deadline: 1 month from notification
  • Decided by the hierarchical superior

Optional review appeal (recurso de reposición)

  • Against acts that do exhaust the administrative route
  • Deadline: 1 month from notification
  • Decided by the same body (optional)

Judicial review (recurso contencioso-administrativo)

  • Before the courts (requires a lawyer)
  • Deadline: 2 months from notification
  • This is the actual judicial route

Administrative silence

If the Administration doesn't respond in time:

  • Positive silence: your request is considered approved (general rule)
  • Negative silence: your request is considered denied (exceptions: urban planning, environment, etc.)
