Open legal data in Spain: BOE, CENDOJ and the APIs transforming access to law
Spain has public APIs from BOE and CENDOJ enabling programmatic access to legislation and case law. We analyse what data is available, how to access it, and how open legal data is enabling new legal tools.
Spain's open legal data ecosystem
Spain has one of Europe's best open legal data ecosystems, though private sector uptake remains limited. The three pillars are:
1. BOE (Official State Gazette)
The BOE API offers:
- Access to all provisions published since 1960.
- Full-text search by text, regulatory rank (law, RD, ministerial order) and department.
- Structured XML/JSON format with metadata (BOE number, section, date, ELI identifier).
2. CENDOJ (Judicial Documentation Centre)
CENDOJ provides access to Spanish case law from all jurisdictions since 1989, including Supreme Court, Provincial Courts, National Court and lower courts.
Limitation: CENDOJ has no public general API. Mass programmatic access requires an agreement with the CGPJ.
