Colombia's acción de tutela under Art. 86 of the 1991 Constitution is the fastest constitutional remedy in Latin America: judges must rule within 10 business days of filing. It protects fundamental rights against public authorities and, in three specific cases, against private parties (public service providers, situations of subordination/defencelessness, and economic competition).

Two key admissibility requirements: subsidiarity (ordinary remedies must be inadequate or ineffective for the specific case, not merely formally available) and immediacy (filed within a reasonable time, typically within 6 months in practice).

All tutela rulings are sent automatically to the Constitutional Court for possible discretionary review. Unification judgments (SU-) have binding erga omnes effect.
