Can I refuse to sign the settlement?

Yes. You have the right to review the settlement before signing. You can request a trade union representative (Art. 49.2 ET). If you disagree with the amounts, sign "no conforme" (not in agreement) to preserve your right to claim. Never sign blank or without receiving payment at the same time.

Is settlement the same as severance?

No. Settlement (finiquito) is the liquidation of everything owed on termination: unpaid salary, vacation, bonuses. Severance (indemnización) is the additional amount based on dismissal type (unfair: 33d/year; objective: 20d/year). Both may appear in the same document.

What is the deadline to claim a wrong settlement?

One year from termination (Art. 59 ET). If you signed "in conformity" you must prove error, fraud or coercion to reopen the claim. Review all amounts carefully before signing.
