Law 7/2022 on waste and contaminated soil for a circular economy modernises the waste regime, transposes Directives 2018/851, 2018/849 and 2019/904, and reinforces extended producer responsibility (EPR).
Key obligations for producers
- EPR: bear costs of collection, treatment and communication for products at end of life
- Ecodesign: design products for greater durability and recyclability
- Registration: mandatory entry in the MITERD Producers Register (RPP)
Obligations for waste managers
- Regional authority authorisation for each management operation
- Written contract with producers/holders
- Annual report with quantities managed
Sanctioning regime
Very serious infringements: up to €2M or 2% of turnover. Serious: up to €300K. Minor: up to €6K.
